Daniel Brown is CEO of Fragomen WorkRight U.S., where he leads the technology platform and legal services that power the firm’s I‑9 compliance solution. He oversees the delivery and evolution of WorkRight’s I‑9 offering, helping organizations navigate increasingly complex compliance requirements through a combination of legal insight, process design, and technology. With decades of experience as an immigration attorney, Daniel has advised some of the world’s largest organizations on government audits, enforcement trends, and I‑9 compliance strategies. His leadership shapes WorkRight’s approach to risk mitigation, policy development, and audit readiness, ensuring clients are positioned to meet regulatory demands with confidence.

At Fragomen, Daniel is a Partner in the Washington, D.C. office and a senior member of the Government Strategies and Compliance Group. Prior to joining Fragomen and Fragomen WorkRight, he held senior roles within the Department of Homeland Security (DHS), including Director of the Office of Policy and Planning at U.S. Immigration and Customs Enforcement (ICE) and Deputy Associate General Counsel for Immigration at DHS. He began his career as a trial attorney with the former Immigration and Naturalization Service (INS) in New York City and later served in the INS General Counsel’s Office.

Robert Horsley

Proven Innovator, Solution Driven

Robert Horsley is the Co-Founder and Chief Operating Officer of Fragomen WorkRight, where he played a key role in building the platform from the ground up. He is also a Managing Director at Fragomen and has been with the firm for more than 20 years. Throughout his tenure, Robert has held leadership roles spanning strategy, client services, and integrated solutions. He is instrumental in advancing the firm’s strategic partnerships, talent initiatives, client programs, and data-driven solutions.

In addition to his role as COO, Robert serves as Chief Product Officer, leading WorkRight’s product strategy, go-to-market execution, and day-to-day operations. In recent years, as he has dedicated more of his focus to the organization, WorkRight has experienced rapid, sustained growth and continued to evolve as a leading technology-enabled compliance platform. His leadership has been instrumental in ensuring the solution scales for organizations of all sizes expanding its capabilities, integrating it into already established workflows and most importantly aligning product innovation with client needs in a highly regulated environment.

Prior to joining Fragomen, Robert spent many years as a Consultant at KPMG and has served on the Chaired and sat on the Boards of Worldwide ERC (WERC), Bay Area Mobility Management (BAMM), National Immigration Law Center (NILC), Tech America and several technology start ups.

Rico Fontana

Rico Fontana is CEO of Fragomen WorkRight Global, where he oversees the technology, operations, and global expansion of WorkRight’s compliance solutions. He is responsible for scaling the platform internationally and aligning WorkRight’s capabilities with the evolving needs of multinational organizations managing complex employment compliance requirements. With more than 25 years of experience, Rico brings deep expertise in immigration program management and global workforce compliance. He works closely with clients to design and implement scalable programs that integrate WorkRight’s technology with broader immigration and mobility strategies, helping organizations achieve consistency, efficiency, and visibility across jurisdictions.

Rico began his career as a visa officer at the Swiss Consulate in New York City before joining Fragomen in 2001. He later led the in-house immigration program for a Fortune 150 company for 12 years, where he gained firsthand experience in building and managing large-scale compliance programs. After four years with a global mobility provider, he returned to Fragomen in November 2023, bringing a renewed focus on expanding WorkRight’s global footprint and enhancing its role in technology-enabled compliance solutions.
